Sir,
With reference to the joining of the British and Chinese Sections of the Kowloon-Canton Railway, the Peking Government is not in favour of the proposal made by the British Government that the Railway should be managed jointly by the two Governments, as you must have learned from the British Hinister in Peking with whom the 'Waiwupu' has communicated.
I herewith forward you a copy of draft regulations for your consideration, and shall come down to Hongkong to consul personally with you about them as soon as I am recovered from my present slight indisposition.
